What are tooltips? How do I change tooltips in iWeb?

Tooltips are those boxes that appear when you on mouseover or hover on a link.
On iWeb created websites if you move your mouse pointer over a link usually the link path displays (where the link points to).
Looks pretty bad.
Better (put the mouse-pointer over the text link and the image):
