I have an embedded iFrame on my homepage... I have some nice graphics in the background that I would like the text to rest on top of... However, when in a frame, it is like having a white box behind the text, therefore covering the graphics in the back... How can I have the graphic be seen through the text?

If you want to have it transparent you have to set all the involved pages to have a transparent background.

The page you iFramed
The HTML Snippet page (every HTML Snippet is a page per se)

I currently can't tell you how to do it since I have no access to a computer. So either google it yourself or wait until I have access to a computer again which can take up to two weeks.

Can it easily be done in iWeb? To set that page to have a transparent background that is...

No. iWeb doesn't give you the option to choose a transparent background for pages. You have to edit/add the html code for it.
