I've had this problem for some pages over the years as rendered in Safari -- looks OK in Firefox.

Sometimes when I add text at the bottom, the extra space will go away.

What I see in iWeb:

Hi Carroll,

yes I do experience the same problem with Safari but have no clue how to solve it, sorry.

As an example on my home page http://iwebfaq.org/site/iWeb_FAQ.html you will see an enormous amount of empty space before the footer when visiting it in Safari, it isn't there in Firefox.
I don't know whether Safari uses another line-height or uses a smaller font or similar.
