I have Lion on my Imac, and they changed the scroll bar so that you can't just click on the bottom mark and have a small change. When I tried to change the page with the scroll, I went 9 or 10 pages. when I ptried using the page down, the middle of each page was at the top of the screen. This made it very difficult to find the section I needed.
I tried to copy the document into pages and got lists of page numbers and between text.
I finally found the section I wanted and managed to copy it to pages where I could use the arrows to move on line at a time.
With all this, I haven't had time to read it, let alone use it.

That's not a problem of the E-Book. It's a problem of your settings in the System Preferences. If you're using a mouse go to System Preferences=>Mouse and you should be able to set the scroll speed.

Also you may enable System Preferences=>General => Click in scrollbar to: Jump to next page, so when you click in the scrollbar area it just goes to the next page.

Further in Preview you can use downward/upward flash of the keyboard to change page. Or change View=>Thumbnail. Or use Go=>Go to Page... Or make use of the table of contents and just click on the title of the chapter you're interested in.
