To everyone who's struggled to get anchor links to work in Safari...

I was able to get anchors to work great in Safari by modifying the anchor target link.

Instead of simply using <a name="ANCHOR1"></a>

Try modifying it to:
<h2><a name="ANCHOR1"></a></h2>

It works great for me in both Firefox and Safari.
