I found a beautiful website with lessons about music theory. It is free to use. I would like to embed the pages into my website.

Technically it's possible with an iFrame.

However you shouldn't do that. To the webmaster of the other website that looks like you're stealing his content on which he spent a lot of time to build it (your visitors could think you did the work which is not fair for the other webmaster). That's an unwritten law among webmaster and you should avoid doing it. You'd better provide a link to that site and that's it.

If it is released under CreativeCommons license yes (but needs to be attributed to the author). That needs to be mentioned explicitly on the site. Even if it's free (you don't have to pay) it doesn't mean that it's CC Licensed.
If there's no mention of creative commons on the site (like on my website) then the answer would be no or contact the webmaster to ask.
